Tesco banking

Correct documents to confirm POA. Does anyone know how to contact the Tesco Bank complaints depart? Go on their website and follow their links and you go up a blind alley!
Sent them copy of POA I have for my 94 yr old auntie. Send a copy of my passport signed and stamped and an original Water Bill stamped and signed. The water bill is for current year and specifically notes the period covered (including a running total of the payments month by month. However, because the bill was sent in February of last year (but started in April) Tesco will not accept it. They say they require a bill issued in the last 6 months. Their list of recognised documents including water bill does not say this. It says the bill must be dated in the last 6 months. As the period given is 01/04/14 - 31/03/15 which includes the last 6 month period I cannot understand where they are coming from. It is a current bill covering the last 6 months and is only issued in Feb the year before for the Water Authoritiy's administrative purposes. Help as they are refusing to allow me to close the account. I need to transfer the money into a Lloyds current account which pays her bills. Without this money from Lloyds £60,000 I will have to take her out of the home at 94 years old. Help!
