Marvel Character needs Identifying !!!

Suggested to try question on this board.

Son bought a character from a local car boot,
It has marvel 1994 Toy Biz Inc stamped on the back.
No idea of his name , any suggests.
We are not sure if he's a goodie or a baddie !!!!!
No luck on the net.

Hopefully a picture has downloaded with the thread.

If not he's got large silver boots on up to this knees.
Robotic forearms & large silver shoulder pads..
Has a utility type belt & shoulder strap.
Has walkie talkie attached to side of head plus two aerials.

I'm sure there must be a Marvel fan who can help ? please !!!

Seems quite an obscure character.
Got to break to my son that he's a baddie !!!!!

I know nothing about these characters, I got so obsessed with wanting to know that I searched for about two hours for him, I worked out that he must be something to do with x-men due to the timing and then search all those sites that sell the figures

he is very obsure, I only found him on one site and that was a tiny picture too

I'd looked for a couple of hours in the morning with no luck.
I guessed someone on the forum may know there x-men from there batman !!
