Vehicle Control Services PCN

Hi all. Firstly I apologise for requesting advice straight off the bat; I am just a little worried about some advice I have given to my girlfriend.
She received a PCN from Vehicle Control Services last year for parking at my flats without displaying a valid 'parking permit'.
I initially instructed her to ignore the letters; we have both had them previously and nothing has come from it. However she received a letter from Debt Recovery Plus ltd today stating that they are passing the information to the creditors (VCS) solicitors such that court proceedings can begin.
Should I pay this on her behalf?

Send an initial appeal as per the newbie thread and tell them you don't want to appeal to IAS as its a kangaroo court.
Tell them to take you to court or stop contacting you.What will your verse be?

It's definitely not part of my tenancy agreement.
I have mulled over sending them a letter saying take me to court or stop contacting. If the thought is that this is the best approach; that's what i'll do.
I'm amazed at how unregulated this 'industry' is.0 -

Any conditions relating to parking which are in your lease/tenancy agreement overrides any need for a permit in most instances. Check your lease etc very closely for any references whatsoever to your right to park. If I had a lease/tenancy agreement which provided me with a parking space and did not mention the requirement for any kind of permit to be displayed, I'd tell em to get ferked.0
