VCS reject appeal...next move please?

Hello.
I parked in a private shopping car park in December. Received VCS NOK end of Jan and sent template letter appealing which they received on 7th Feb.
I received their rejection 12/3 staing I have to pay by 19/3
This really doesn't give me long to prepare any appeal but just wondering should I appeal to ipc or wait for further DCA action?
They state in the appeal rejection that
1. They couldn't process as it didn't receive it within the timeframe set out
2. Parked in restricted area, not on site or varsity(pub) log book - signs state parking whilst on premises only.
I visited but didn't purchase from a shop on site . The signage didn't state I had to sign a log book. i contacted store owner and he said that apparently you are allowed 20 mins and the parking is managed by landlords agent ie VCS
AlthoughIPC logo is on letter, it doesn't offer any opportunity to appeal...it is just asking for the payment to be made
Any guidance will be great filly received...

You would have been out of time to appeal if you replied to the NTK letter but then didn't write as 'keeper'. If you wrote as driver then that was wrong; the point of waiting for a postal NTK is to write as keeper, not about what happened. Yet you say you sent the template letter? Never mind, that's good if so! VCS have mucked it up then if they have not offered the keeper a right to appeal, which means there can be no keeper liability because that right was dependant upon offering POPLA or IAS!
I would ignore it now and not take up the 'chance' of IAS, not that you are saying it was offered (if not offered then it's not available anyway and not worth complaining about, best to not be offered it under the circs).
Same as the other person on the forum just now asking about IAS re another PPC (PCM) have a read of their situation, very similar.
Please don't post about every debt collector letter that arrives in the usual chain - we won't always respond, with the best will in the world we can't as this forum isn't about debt collector letters and they are already discussed more than enough here and on Google. Just Google a memorable phrase from each letter to find threads all about this tedious stage. You will be bothered all year by letters each month - but so what?!
Do read post #4 of the Newbies thread about 'ignoring debt collector letters' stage where I provide some links and again beg for no more threads about the letters. My bugbear, toooo boring. Already done to death and nothing changes so why people want to discuss 'their' template letters is beyond me!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Yes I did used the template letter...I just gave more details here in case the opinion of those in the know decided I should appeal...and therefore more info needed...
Will shut up now and let you help others x0
