So LCP now say to HL that their labour cost is £105 instead of £35 in lynneh's case. They'll probably do the same in my case. How do I argue against that?

Submitted my POPLA appeal 2 weeks ago. Disappointed and worried that Beavis lost his appeal. Would that mean NGPEOL argument no longer applies?
The Court of Appeal judges say that ParkingEye's charge of £85 is not extravagant. Does that mean all charges of £85 are not extravagant? Or does that only apply to PPC like ParkingEye who don't have any income other than this charge? What about LCP, who probably has a lease to the car park and gets an income from it? Is their charge of £100 extravagant or not? Does it have to be GPEOL?0 -
BTW, LCP has sent me the evidence pack and they say:
Our estimate of loss is a sum which has arisen and flowed directly from the issuance of this charge and is a genuine pre-estimate of loss. Accordingly, our breakdown is as follows: ITEM COST DESCRIPTION
DVLA Lookup £2.50 Kadoe enquiry.
Postage and Consumables £1.41 Postage, printing, and back-office cost per PCN.
Labour costs £105.00 Labour cost for THIS notice and subsequent appeals.
Non-payment on the date of event £2.00 Allowing for the 10 minutes grace period, the tariff is £2 for an hour.
Total: £110.910 -
My calculations would be:
DVLA Lookup £2.50
Postage and Consumables £1.41
Non-payment on the date of event £2.00
That's about it £5.91.
Labour costs (whatever the undisclosed breakdown) are committed whether or not the parking event took place.

Yes, we can say that they have already hired their staff so they have already incurred labour costs whether or not the parking event took place, but that argument is not water tight.
They might say that the need to deal with non-payment forced them to hire that many people for that many hours, so there is a staff cost to them that flows from non-payment. The point is Popla might accept this argument.
I think we need to argue that claiming around £105 for 3 hours is too much. That's over £200/day, £1000/week, 50K/year. I bet their staff cost is less than half that.My calculations would be:
