cleaning a pond

We have a small pond (2ft square and about 2ft deep) Which is completely stagnant. Does anyone know how much it will cost to get someone to clean it out? My husband is disabled and can't do it. I've tried but i just seem to make it worse!

if theres no fish in it , bucket the water out.
if theres fish in it , i would get a suitable size bucket , fill it with the existing pond water , then catch & put the fish in the water for safe keeping while you clean the pond out & refill , replace fish.
if it as a pond pump , set the pump running with the exit to drain untill the fish are kept in a small amount of water at the bottom of the pond, clean out , refill .0 -
