Lights flicker/dim when shower has low flow, shall I contact LL?

However the flat was unfurnished when I moved in and LL seems to not care about this as when blinds fell off wall a few months ago he said they werent on inventory and when I moved in there was no hose and head on shower to used my own, just like when washing machine broke they said it was not on inventory so they dont fix it.
Anyway what happens is I think the dial is a bit iffy, it only changes if you use force i.e if you turn dial normally the settings dont change, if you push it a little when moving it works
I could be overreacting about the low flow part as what happens is I take head off the holder and move it about but if I try certain angles or lower the head down to say hip level it says "low flow" and all the lights in flat start dimming.

Write to the LL at the address provided "for the serving of notices" reporting this as it is a potential electrical hazard.
Also report all other issues in writing if
* you want them fixed and/or
* there is a chance you may be blamed later and charged from your deposit (if not on inventory, not a likely issue)0 -
Is it an older house? In my inlaws house, all the lights dim when someone uses the shower!Should've = Should HAVE (not 'of')
