Public Road, PRIVATE Parking Ticket

I understand about not paying private "invoices" when on private land like a supermarket car park if it is unjustifiable etc. I have used advice from this website before and not had to pay in the past.
But what about getting a private invoice when parked on what I believe is a PUBLIC road.
CPM - UK Car Park Management stuck an invoice to my car window while parked on Western Road off Park Royal Road (North Acton) London. Reason for issue "not displaying a valid permit"
There are no yellow/red lines on the side of the road that I had parked on, no bay markings to signify parking boundaries.
I have checked CPM's websites for photos of my car and they do show a parking restriction sign, this sign is located on the private land of NEG Earth Lights Ltd, not along the road as most parking restriction signs are. Is there a requirement that all signs need to be on the road side/pavement and not on private land?
I have taken screen shots of the location where I had parked from Google Street View. Circled is the sign post CPM put up regarding parking restrictions, not the most visible of signs. Nor does it have road markings to signify the boundaries it covers.

What is your opinion on how I should proceed with this?
Point to add, on my return to my car, it did not look like any other card had a ticket, nor did any other car have anything other than a tax disc displayed in the windows

You will need to check with the highways department at your local council to double check it is public highway. If you are correct complain in writing to the PPC and state you have also reported this to the local trading standards and DVLA.
If you are wrong you need to appeal as per the NEWBIES thread retaining all your evidence for a further appeal.

Is it a public road?
A quick look on Google Earth suggests this is a private trading estate and there are "civil penalty notice" signs on Western road, as well as ASDA parking posters. So it would be a good idea to study the Newbies Sticky whilst awaiting the NTK.

Which seems to suggest that Park Royal is a public/private regeneration partnership and claims there are eight thousand private parking spaces within the Park Royal site.
given the track record of this kind of body, I'll bet they won't be able to produce the right contracts when challenged!

Same as any other case - appeal as per the Newbies thread when the first letter arrives. Or ignore them as UKCPM don't do Court.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
