should more be done about exit lane jumpers?

    On exits like the A34 exit southbound on the M40 the problem is that as the queuing lane which is clearly demarked exits, it widens into 2, creating space which is too tempting for chancers who then cause dangerous situations by stopping on the main M40 flow when the gap they are hoping for doesn't appear.
    That one is particularly dangerous, and often leads to stationary traffic in lane 2. I once even came across stopped traffic in lane 3.

    Yup, you're describing the 'zipper' system - 1 car from 1 lane, 1 car from the other, merging from 2 lanes down to 1. I believe it's law in Germany.
    If everybody joins the shortest of the 2 queues, then merges 1 by 1, then no-one will lose out. If you're not part of the solution (using the empty outside lane) you're part of the problem (fuming at them, sitting in the inside lane, making the queue twice as long, and as a result possibly blocking other junctions.

    On my way home I drive down a 40mph dual carriageway, which is often blocked up in one lane leading to the end merge point.
    I actually don't drive to the end, my turn is close to the end and across the central reservation to the road on the other side.

    Despite this, you ALWAYS get some pillock who straddles the lanes, forcing people like me to wait in a queue that we're not even part of.
    Then by about 6pm, the "queue" has backed up about 3 miles to the next village, with people doing this blocking pretty much all the way on what is probably a 5 mile stretch of dual-carriageway.

    If they're stopping the traffic in lane 2 on a motorway because they are in the wrong lane it matters.

    It does - Happens most weekday evenings on the M4 west bound at J4 as traffic tries to get onto the M25 at that point

    Often only the outside lane of the M4 at that point is passable
