reclaiming money from closed ns&i account

Hi all,
Wondering if there's anyone out there who can help me... A couple of years ago, my sister lent me all the money in her ns&i account and then closed the account. I then (very carelessly) moved house and lost the cheque in the process. To further add to the problem, my sister has not kept any documentation relating to the account and had to send her passbook back when she closed it, so does not have access to her old account number. On the advice of Ns&i, I have sent them a signed letter with my details and hers, saying that the cheque was never cashed and she has (on their advice) sent forms with her address, DOB, the amount the cheque was for etc. but has not heard anything back.
Every time she phones them they say that they can't deal with the issue over the phone and tell her to write, but they are not responding to her letters. I would be v grateful if anyone had any advice for us as this is causing a lot of worry and frustration. Is there an organisation we could talk to? The money is obviously sitting there somewhere and she needs it now.

BTW, wouldn't the NS&I cheque have been made out in your sister's name, i.e. you couldn't have cashed it even if you had remembered it?0 -
Thanks v much - I'll check if she's filled one of those out yet. The cheque was in my name because she requested for it to be.0
