Council employee using position to their advantage?

I've been told that our local dog warden is connected to a local dog trainer (who has his own premises) and therefore finds some excuse or other for why any particular council premises isn't suitable for another unconnected dog trainer to use (is used by local play group etc.)

Is this legal?

I cannot comment on the legality, although council employees should always act in a fair and impartial manner.

However I can say that I would not want premises used by a play group to be used for dog training ... Having said that I think the local village hall does host both, but I wouldn't knowingly send a child to such a playgroup.
