Have you reported the problem to Actionfruad ?. You stand a better chance of getting Paypal to deal with it properly if you do.Never Knowingly Understood.

The straight answer to that question is 'yes'. Almost anyone can bring a claim in the UK courts as long as it is valid. You are correct that Paypal is in the Republic of Ireland (probably for tax reasons) but if you are in the UK and have, hypothetically, accrued a small debt here, a claim in the E&W County Court would be the obvious way to go.0
