Parking fines by Council - Can Surcharge be got rid of?

Just a quick one.... Once a Charge certificate is received, can the "Charge Certificate Surcharge" be contested or got rid of?

I used my common sense with the worst possible outcome being that they use time and money to take it to county court and paying more than £65 to take it to court which would immediately be disproportionate costs straight away.0

£65 surcharge.... on top of the £130 which is double the halved amount for paying within 14 days...0

No, it can't be contested or got rid of except in very limited circumstances.
If you only make partial payment, there's no need for the council to take you to court for the remaining £65. They just have the debt rubber stamped by the TEC at negligible cost - there's no actual hearing - and issue an order for recovery. If you still don't pay, the next thing that happens is that you find a bailiff on your doorstep one morning.0
