Norfolk Parking Enforcement

Hi all!
A mate of mine parked his car outside a disused hardware store near mine. He received a parking ticket from Norfolk Parking Enforcement for £100. There are signs but these are pretty small and he didnt see them. The car was parked off the road and on the property out front of the store. The store has been abandoned for about 4 years and there is another computer printed sign which says that cars are for customers of the estate agents next door. Hes quite angry that he has to pay this. I've been reading on here that you can appeal this and, from what I can gather, it is a private matter not a council one.
What I want to know, after waffling on, is is this company "small fry" as the sticky newbies thread says and will therefore not issue an NtK or if they will issue one.
