Harrow Council - No Right Turn

I hope this is in the right forum, its a fine from the council. A real PCN!
A friend has had the below through, I would like to help him understand the offence but I can't. He has been told he turned right when he shouldn't, road marking say otherwise and I cannot find the junction on Google maps to check signage. He does not remember the offence, but knows he was driving in the area at that time.

It's a no right turn except buses, taxis and cycles.

On the face of it, no. However, never say never. Councils often mess up the paperwork, so it's always worth appealing. The place you'll need to go for help on it, though is not here, it's Pepipoo: http://forums.pepipoo.com/index.php?showforum=30.
