Parking ticket came off windscreen - therefore didn't know to pay within 14 days

A friend recently parked near mine with a Blue Badge and didn't realise the bit he was parked on has the stripes on the kerb to override even Blue Badge parking.

However he didn't see the ticket - did say to me a few days later that when he left it had been raining and he thought a pizza leaflet or something blow off which he hadn't realised was on there until it blew off the car.

A month later he has the Owner Notice through the door and of course they want the full amount not the discounted amount. Whilst he doesn't mind paying it as it was his fault its annoying he has to pay for effectively paying late when he didn't know at all.

Anyone had any experience with a situation where the ticket has gone missing from the car? Anyone managed to get them to allow them to pay the discounted value not the full value?

(If he does have to then he does, just wondering if its worth trying).

    He could try appealing and asking for the discount. But I wouldn't put it in the way you have stated (the bit i've highlighted) because it is is totally contradictory in my opinion.

    Yeah, he's not going to mention it - and he's only realized now he's got the fine that it was a parking ticket - thought someone had been leafleting around the area..

    He's just going to say there was nothing on the car.

    Send a cheque for the discounted amount as full and final settlement, explaining that there was no ticket attached to the car and see if they bite. Don't go into detail.
    If not they will demand the rest.

    There was a programme on Tv a few weeks ago where they were doing secret filming of traffic wardens. The wardens got a bonus for every ticket they gave out and a bigger bonus for any that wasn't paid ontime.
    You saw them training the new wardens to take 'ghost' photos of tickets that were there, but then disappeared. The wardens were told to ticket a car and take a photo to prove it had been ticketed, but then remove the ticket and bin it. When the car owners came backthere was no ticket so they didn't know they'd been 'done' It was only a month later the bigger fine came through the door with a photo that 'proved' the ticket had been there.
    They call it a 'ghost' ticket in the industry, now you see it ....... now you don't.

    Can your freind give me some money? if you let me know where the car is I can put a sticker/ticket on the car and maybe get some cash.

    that's if its a private parking company charge,

    He rang and they said to write in and they will put the ticket on hold and to be reviewed. Woman on the other end even said that they do have that issue about tickets going missing and it sounded like they *might* reduce it.

    post over on pepipoo as its a council ticket, they have the "council experts" , but be prepared to give more info like pictures and scans etc (of documents and the scene of the "crime"), so gather the evidence too

    its a penalty notice , not a "fine"

    that programme referred to above did not have any "wardens" in it, it was about private parking invoices and private enforcement officers ticketing cars on private land, nothing to do with this saga

    If this is a council ticket get over to Pepipoo they are the experts on fighting these.
    Sailor Sam is referring to a programme on private parking companies not legitimate council ticketers.
