Parking ticket came off windscreen - therefore didn't know to pay within 14 days

There was a programme on Tv a few weeks ago where they were doing secret filming of traffic wardens. The wardens got a bonus for every ticket they gave out and a bigger bonus for any that wasn't paid ontime.
You saw them training the new wardens to take 'ghost' photos of tickets that were there, but then disappeared. The wardens were told to ticket a car and take a photo to prove it had been ticketed, but then remove the ticket and bin it. When the car owners came backthere was no ticket so they didn't know they'd been 'done' It was only a month later the bigger fine came through the door with a photo that 'proved' the ticket had been there.
They call it a 'ghost' ticket in the industry, now you see it ....... now you don't.
