What is a contractual Fee

Can somebody explain to me in simple terms what is a contractual fee. A solicitor firm representing the ppc have informed me the parking charge notice is for a contractual fee and not damages for a breach therefore there is no breakdown to cover loss.
The PPC claim is for liquidated damages??
