Ticket for no valid ticket, ticket seen in evidence

Hi everyone,

I got a ticket from the staff car park at the hospital I work at saying its from PCS (parking collection services). Initially (and wrongly I now know) I ignored the initial letters until the final demand for £80 payment came through. I then sought advice and sent a template letter to contest the charges although it was beyond their normal timescale for appeals.

I've now received a letter demanding payment based on the fact that I did not display a valid ticket/permit. The picture they've attached to the reply shows a white square piece of paper in the bottom left hand corner which is my permit, but they haven't done a close up to show it in detail (i'm not sure how to attach images).

They also sent a snotty reply saying that using internet templates "will not resolve the matter" and that I've passed the timescale for appeal.

I plan to reply pointing out that I can see the ticket, but what else can I do as they are still demanding payment?

    Dear PCS, Re Speculative invoice (which you call a parking charge notice) Number ###
    This is not an appeal.
    I have absolutely no intention of paying your speculative charge for reasons that I have already set out in my previous comunication, and as such You currently have the following options available to you:
    • The immediate cancellation of this speculative invoice
    • The immediate issuing of a POPLA code so that this matter can be taken elsewhere - although please note that I am fully aware that decisions made by POPLA are only binding upon yoursleves and not on the motorist
    • or the immediate issuing of court pappers, any court case will be vigorously defended and you may incur additional costs as a result, failure to pay any court fees may result in debt collection operations being commenced against you, which in turn will also incur additional costs to yourselves.
    If you do not follow the above then please also note that I may consider charging you for wasting my time at the current approved rate of £18 per hour or part there of.

    I would also like to see a full apology issued by yourselves for this, and for assurances from yourselves that you will cease and desist from issuing speculative invoices at this site and other sites that you infest.
    From the Plain Language Commission:

    Wow that's very hard hitting thank you very much! It was very kind of you to draft a reply and I didn't expect you to. :)

    Which hospital?

    do you pay per visit or for a permit through work?

    have you complained to the hospital / pals yet?

    are you in a union?

    just a few things else that can be done while your letter goes off.

    Hi Ralph,

    I have a long term permit with a set amount taken from my pay packet each month. It didn't occur to me to complain via the hospital. I am indeed in a union but they are a bit useless tbh.

    Would rather not say the hospital but it's in the SE of England.

    Ah ok, having checked a previous letter it is CPPlus

    "parking collection services" website appears to be claiming that they are a PPC /BPA member who can access the DVLA web site unless I am missing something stupid ..... and my education needs furthering ;)

    Didnt spot they were just toothless debt collectors, in that case tell them to FRO wth a debt is denied message/

  • are Photo enlarging costs allowed in court?


    might be VERRRRY expensive having that photo professionally enlarged and the enlarger in court to give a sworn statement,
