Drainage for rainwater

Hi,
I am doing an extension project, and need to connect the rain water to. However, I was not able to find any drainage which I can use but fall water. I am not allowed to use the fall water connection, and not disposal to garden either due to clay soil.
How I can absolutely 100% ensure that no any other system exist in my house/garden?
thks

I'm presuming you mean 'foul' water, not 'fall' water.
Where do your existing rainwater guttering systems discharge to on this aspect of the house?
