Saving VAT on Granny Annexe

Hi
Not sure whether anyone can help.
We have moved my Mum(92) in with us and renovating the garage and part of our lounge to be her own Annexe. She has full pensions credit due to her age, poor sight and mobility.
Do we have any options to claim back, reduce etc the VAT the builder is going to charge on the build or is it a case of we chose her to live with us so we have to bear the cost
Any advice or pointers to where I should get advice would be great
