Vinci Park

Hi everyone,
I've received a Notice to Keeper from Vinci Park stating that my vehicle mis-used a parent and child space at a free car park. I've read the newbies threads and sent off a template letter (from this forum) challenging it on no GPEOL. I had a letter back stating they recognise the letter as an internet template and 'our systems indicate that the correct procedure has been followed in accordance with the code and therfore the pcn stands and the balance is now payable' I wrote back saying they had failed to address the points raised in my letter and to issue a POPLA code if they wish to pursue this matter. I've had a letter today asking for the name and address of driver which I have refused to give them, and again have asked for a POPLA code. I have also complained to the BPA about this, if they refuse to issue a code what will the next step be? Thank you :)

Keep copies of all these letters /emails ... they'll come in very handy if Vinci tried court action. (It would be evidence of their unreasonable behaviour, in trying to avoid the Alternative Dispute Resolution [ADR] defined in their Trade Association's Code of Practice).

If you've already complained to the BPA about Vinci's stalling tactics (both of them - no POPLA code on the appeal rejection, and their claim that you need to provide driver details) then all you can really do is wait.

  • Hi Ralph, not long ago at all it was after I received the rejection letter with no code.Around 3 days ago.

You've done everything correctly. Let a little time to pass and then chase the BPA. If you feel like poking Vinci a little then just go back to them and say you've reported them to the BPA for breaking the CoP and not issuing a POPLA code but if they want to preempt their punishment then maybe they would be kind enough to issue the POPLA code ( and no you don't have to give the drivers details ).

You might even decide to contact the MD and ask why they break the BPA CoP -

so , the ultimate question , have the BPA acknowledged your complaint ? , they usually do so quite quickly

please try to give all the relevant info when replying
  • Hi Redx, no not as yet. I've only made the one complaint so far about not being issued a code with the rejection letter. I'll also complain about being asked to supply driver details.

the BPA should have acknowledged your complaint promptly, so it sounds like they never received it, so maybe you used the wrong email address ?

or check your trash folder for their reply
  • No nothing there either, I have resent it just now and added a further complaint about them asking for driver details, it was sent to steve.c@britishparking.co.uk hopefully I'll hear back soon :)

I've heard back from them now, have forwarded all correspondence sent and received for them to investigate.
  • Still no word back from the BPA regarding my complaint but also nothing from Vinci/ZZPS or whatever they're called this week. I've drafted my POPLA appeal in the hope of a code being offered, I'm tempted to email them for an update but don't want to 'poke the bear'.
