If you are okay doing Cashback deals (submit certain bills at set points during the contract), e2save and mobiles offer some reasonable Cashback deals on Talkmobile (Vodafome). You need to be organised for sending bills but for 99p a month if all goes to plan (and worst case £7.50 if not) then a reasonable deal.

250mins, 5000 texts, 500mb data

Rubbish/basic handsets (Nokia 10'5 at the moment) but periodically better phones.
