Rising damp and timber problems

Hi
I'm in London and I have some problems with damp in my house. I have been told by one of the free surveys from a contractor that it is rising damp and they have quoted me £1900 to rectify the problem! The thing is, I have read so much on the internet about rising damp that it rarely exists!?!
If I folk out this money am I throwing my money down the drain?
One of the skirting boards on this wall is also cracked and shrinking so I imagine this is because its in contact with the damp wall

strangely enough I have just signed up here to ask if anyone knows any building contractors who can carry out damp work.
I recently had a really good independent damp and timber survey on my house.
I used jason mahoney of JPM independent surveyors recently, he was very good and knew his stuff well. But as he is independent he is not allowed to recommend any contractors. So I have this report now and am looking to get somebody to work from it to carry out the recommendations jason stated in his report.
So does anyone know any good builders? I do not want to get a damp contractor out to carry out the works0 -
I forgot to say I live in enfield0
