Rendering front of House

I have recently bought a house. The front of the house is currently covered in ivy which has encroached onto the guttering and I want to take the Ivy down and so have cut it at the roots. I realise that if I take the Ivy down it means if I'm going to have to render the front of the house.
It's an old ex council house and I was wondering if I have to get permission the render the walls and if so, how much is it likely to cost??
