Reconnecting a radiator

Hiya,
Our decorator removed a small radiator to paint behind it and put it back afterwards but doesn't appear to have connected it all back up properly as it doesn't get warm when all the other radiators in the house do.
I've tried twiddling the valves but don't seem to have made any difference, so just wanted to check which valves I need to adjust and in what direction, as looking at it closely, there's a few!

Probably a stupid question, but can anyone tell me which direction each valve (numbered 1 to 6) should be turned?

1,3,4,6 don't touch - not valves.
2 & 5 valves - best open up fully anti-clockwise (until you know it works, then we'll talk about balancing).
Bleed rad of air from bleed point at top of radiator until 'spurts' water.

If it's cold at the top, then there's air in it, so bleed it until water runs out.
If you have a combi boiler, you will probably need to repressurise it via the filling loop once you've bled it. Bring it up to 1 bar when cold.No free lunch, and no free laptop0 -

Have you made sure there's no air by bleeding it as the others recommended?0

Yup, it's fully bleeded and there's no heat at the top or the bottom.0

do not touch 6 4 10 3 , they are the pipe connectors
can you feel one of the pipes going to it getting hot? , ok turn the tap on that side (2 or 5) anti clockwise , turn the other tap(2 or 5) (might be the one without a cover) anticlockwise using a pair of pliers if needed , you should now feel water getting hot at the bottom of the rad
to help this , turn your other rads down (clockwise) this will let more water flow thru this one .
turn the room stat up high , when the bottom of the rad is warm release the bleed valve which it up at the top on one of the sides , until the hissing air stops and hot water comes thru , then turn your other rads back up ,0 -
I tried that but it didn't seem to make a difference.
Although valve 2 didn't ever fully open it seemed to just keep turning so I stopped.
Any other thoughts?
If valve 2 just keeps turning then perhaps its broken internally and needs replacing. If you don't want to employ a plumber to replace it then buy a DIY book on home plumbing. If you have no experience then explanations on here will be of little help.0 -
how are you turning valve 2? , are you using pliers etc on its squared section0
