PCN by City of London - Contravention Code: 01

Hi all,
Would greatly appreciate some advise from any of you. I received a PCN by City of London yesterday morning but I am not sure if I've got a case if I appeal it.
Vehicle was observed at location:
Garlick Hill (51°30'43.5"N 0°05'37.7"W)
on: 07/03/15
from: 08:43 to 08:49
Contravention Code: 01
Basically, my vehicle was parked on single yellow line this morning from 7am to 9am. I got the notice around 8:50am. I thought I can park on single yellow line anytime on Sat and Sun, but seems like its not the case when I search on the council's website.
I have search through the net and came across this website:

It stated that "Single yellow lines must be accompanied by a time plate which indicates the hours during which the restriction applies." I have back to the location but not able to see any time plate.
The penalty is £130.00 and if pay within 14 days, it will be reduced by 50% to £65.00
I never appeal any penalty charges, would appreciate any help.

On the link you give, it also says "A time plate is not required for single yellow lines within a controlled parking zone "
The City of London is a controlled parking zone. See: http://www.cityoflondon.gov.uk/services/transport-and-streets/parking/yellow-lines/Pages/parking-waiting-on-yellow-lines.aspx
This site is really concerned with Private Parking Ticket matters. For Council parking you may find it better to post on pepipoo.com where they are more knowledgable on this sort of thing and can give better advice.0 -

With respect that could well be a load of rubbish. Some 60% of local authority issued PCN's that are formally appealed are successfully overturned. You will need to register and have scans of both sides of the notice available to post. There are plenty of very knowledgeable people there who will guide you through the process.My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).

There does not have to be, but they must be on the entrance to the area, in which you parked. Like in a town centre they must be positioned on all entrance roads into that area. In simple terms you should not be able to enter that area without passing them.
As above Pepipoo is best for these.

The whole of the City of London is a CPZ

So you need to look for the signs where you enter the City and not the immediate vicinityThe whole of the City is covered by a Controlled Parking Zone (CPZ). The controlled hours for the CPZ are:
Mondays to Fridays 7am - 7pm Saturdays 7am - 11am excluding Bank and Public Holidays.
During these times motorists must pay to park in pay and display bays and must not park on single or double yellow lines.
Double yellow lines indicate that parking is prohibited at any time (no time plate is required).
When different times apply, a plate will display the controlled parking hours for that specific location.
An interactive map showing the boundary is at http://www.cityoflondon.gov.uk/maps/Pages/COMPASS.aspx which indicates that any CPZ sign was quite a distance from the offence. A CPZ MUST have signage at each and every entry point. So your only legit appeal would be based on either lack of signage or an incorrectly worded PCN.PLEASE NOTEMy advice should be used as guidance only. You should always obtain face to face professional advice before taking any action.0
