Just rang openreach and as the terminal box is within the property they can't help if it was outside the property boundary they could however she did say that its the service provider responsibility as its before the master socket. She said to read the service providers terms and conditions (so if anyone knows Bt that would be great). But would be surprised if I get charged. So will have to wait for Monday and see what the engineer says or try to speak to a BT manager.

Apparently only BT Openreach are authorised to repair external line or equipment and as a customer I can't go direct to Openreach have to go via your provider so catch 22.

Love it, it will cost hundreds to hire a cherry picker.
    Let the blame game begin.

The white box looks like it's for indoor use, and is not water resistant at all. Some contractor ran out of the outdoor housing, and just slapped on a clip-on. Saves him a separate trip, and creates endless problems down the line.

We will do it properly this time? Hahahaha.

It a bungalow so no need for cherry picker. Last time I had a problem with my broadband engineer was fine to reach it with his ladder. As Pincher said it could be an internal box they put up as there are no clips, just a thin built in plastic hinge that's snapped, would it therefore be classed as wear and tear it has the old telecom logo on it.

You need to get your parents on the BT Priority Fault Repair register, unfortunately too late to be of help this time.

Ok engineer came, when he called to find the place, said he could hear a bit of noise on the call, did an internal line test, replaced the outside box, came in to hear dial tone and left. 10-15 minutes max. spent here. Now sign of water damage or cable erosion which was a good thing.

Will pass information onto BT but can't say if they will charge me. As Openreach charge BT and its up to BT if they charge the customer.

He said the white box was an external box but they haven't been used for years. When I shown him the white cover and exposed box he didn't attempt to try and put it back on and said he would replace with new type.

Called my brother to check and line sounds a lot clearer. Expecting a call from BT tomorrow to check if its working will ask about the BT Priority Fault Repair register.

Will have to wait and see if we get charged, mum says if we do, we will completely dispute it as its BT equipment and responsibility.

On a good note the engineer mentioned that my exchange would be getting upgraded bad news maybe in the next for 2-3 years. So I have something to look forward too in 2018 broadband faster than 3mb.
