Hi all,
I've tried reading through the FAQ section and I'm still unsure how I should proceed with this or whether I should just get on and pay this...
Last night I parked up on a street near my gym where many other cars were parked up in the same area. I couldn't see any parking charge signs or anything obvious so assumed that it would be fine to park there for just over an hour. I also didn't see any other cars with permits on. It was on returning to the car I found the ticket attached to the windscreen.
It is a Parking Charge Notice issued by 'Northern Parking Services' of Wallsend. £100 or £60 if within 14 days of issue. Reason is 'for not displaying a valid permit'.
I'm going to quote a few sections from the PCN:
So they are an 'IPC accredited operator'
I was wondering if anyone had any experience with this company and whether I have any grounds to not pay this? Any advice on avoiding this charge will be greatly appreciated.

Failure to provide payment of the full amount within 28 days from the date of issue may result in the vehicle keepers details being requested from the DVLA under the reasonable cause criteria of recovering unpaid parking charges and may be followed by further enforcement action where our debt recovery agent will be instructed incurring additional costs which may result in County Court Action.
Appeals and complaints can be made in writing...within 28 days from the date of issue including any evidence. Any driver appealing against a PCN within 14 days of the date of issue will be given the opportunity to provide payment at the reduced amount in the event that their appeal is unsuccessful providing payment is received within 14 days of their appeal rejection. Please allow 14 working days for a response. In the event that your appeal is unsuccessful then we will be provide you with the approapriate details enabling you to lodge an appeal with the Independent Appeals Service

Is there a company registration number on the PCN, because "Northern Parking Services" is just a trading name.0

The IPC have the worst appeals service in the know galaxy ....... the chances of winning are small.
Opinion is a bit divided on how to deal with them ..... my suggestion is to do the appeals , for several reasons
one being if IF it gets to court then you will be shown as being reasonable
a second is it builds up the case against them .... come judgment day!
Read the thread above ... search the forum for the people who have won appeals with the kangaroo court ....
in other words
do your homework and then decide what your action should be

The company is Northern Parking Services (North East) Ltd who's registered office is at 145-157 St John Street, London; which is just a mail drop. The company only started in 2014 but before then it was simply called "Northern Parking Services" and was a BPA member; based on internet reports, they were pretty harmless.
They joined the IPC last month, so a new "kid on the block". The website's Vat No. 897 696626 belongs to Northern Parking Services Ltd (?), and an address of 6 Burn Avenue, Forrest Hall, Newcastle, (which is just a house).
As for advice, don't contact them or pay just wait for the NTK to arrive. In the meantime get some photos of the signs or lack thereof as evidence, in case the signs appear suddenly overnight. Most streets are public, so you may want to check with the council as well.0 -
Thanks for the advice. I'm leaning towards appealing. I just worry that this could harm me in some way as I'm not the richest of people and feel I just made an error! I looked on google streetview (not up to date I know) and there could be a yellow notice on the wall next to where I parked - It was dark and I didn't see this notice - this could go against me.
If I appeal I can still pay the £60 fee I guess but only if it is appealed prior to 14 days? Yet the advice I see on here is just to ignore the initial notice and wait for the letter which may not come until after 28 days? So should I appeal first or wait?

Almost 6 weeks since the OP visited the forum, so is perhaps unlikely to spot your post; they seem to have lost interest, having not returned to their thread at all in that space of time.
