A pair of side cutters and a pair of cheap work gloves would cost less than a fiver.

Where could I buy the wire from? How can I make it so it doesn't just pull off easily! Can I make it secure?

Oh and what are side cutters please?
    I wish I knew more than I do!! :)

Any garden centre or DIY store. Or ask on your local freecycle for an offcut.

    Nails or screws.

    Look up masonry nails.
    It's someone else's fault.

So now I have to buy a drill, masionary nails, wire, gloves and cutters!

I can't believe the landlord couldn't just pay a handiman for about the same cost of amount of things I need to spend!

Looks like the hole will have to stay!

Or, of course, you could pay the handyman. Or ask a friend or neighbour with DIY skills...
