Mystery Car Park in Retford

On past visits to Retford we used to park in a council car park which was right in the town centre. That has now changed to a maximum two hour stay. Adjacent is a private car park where you can park for four hours for £1.50.

I parked there this morning and was intrigued by the very minimum signage. There does not seem to be any indication to the owner. Just a 0845 phone number. The very small sign ( about six foot in the air) talks about parking charge notices and contacting the DVLA, but there are no BPA or IPC logos.

The actual P&D ticket says "Wharf Parkes" (sic) on the front, and on the back "This ticket permits you to park in accordance with the Regulations and must be displayed inside the windscreen of the vehicle. Failure to do so (and here comes the interesting bit) may render you liable to prosecution"

I emphasise, this is not a council car-park , so why are they using the "P" word? The actual address of the carpark is Wharf Road and it's located opposite the fire station and Little Theatre. I have tried Googling for more information but have drawn a blank. Does anyone know anything about this company or car park?
