APD refund

Hi,
I booked 2 kids tickets in last December for a trip in June. The ticket clearly shows £71.00 APD. I called Qatar airways regarding APD refund and was told this is UK specific rule and contact Heathrow Airport for any refund
. I know that will be ridiculous.
Any idea how to get the money back from them ?
