Service charge rebate not paid back by HA

We've bought 25% of 2 bed flat on shared ownership. Since we've got the flat we were paying constantly increasing service charge (£90 in 2012-£260 April 2015). After auditing it was agreed by local council that we've been overcharged and will get rebate. However HA has decided they will not pay back the money (£1500) until next April and then they will deduct it from service charge bill. Today received email from our housing officer who said that HA paid last years service charge from previous managing company (I asked if we can have the money back now). So they've spent our money! Another thing-there is a new managing company with much lower service charge but HA still charges us old service charge (£60 more each month) as they're waiting for all invoices from prev company.
I hope someone got any suggestions what can I do about those 2 issues. We are even considering selling our shares and looking for something else.
