Well, you have to accept that they haven't done this, and look unlikely to do so.
When you want people/organisations to pay you money you feel you are owed, and you've gone through all reasonable channels, it's time for court. It's not particularly difficult - I believe the fee (refundable upon success) is £35 and all the forms are available online.0
