Fixed Charge Notice

Hi I am new to this site.
I am looking for some advice on a fixed charge notice I received yesterday. We were at a Premier Inn and paid £8 for 2 days parking. the following day after we arrived my husband went out in the car and when he came back the ticket must have blown off the dash board. We came out of the hotel approx half hour later and saw a ticket attached to the window. We saw the parking attendant on the other side of the car park and approached him to show him we had actually paid to park there and he took a picture of our receipt and told us we would have to appeal but he would send this picture in with the others he had taken. I appealed immediately and today was refused due to the fact we didnt have the ticket on the windscreen i.e. it was on the floor. If I pay this ticket surely I should be given a refund for paying to use the car park in the 1st place? Sorry if this question seems stupid but I am really angry that I had already paid to park there and still got a ticket.
I would be grateful for any help anybody can give me on this. Thanks in inticapation.

Get thee to the parking sub-forum. (PM a board guide - e.g. Crabman - to get this thread moved). Read the NEWBIES sticky thread in there.
This is not a fine, it's a speculative invoice which you can probably easily see off.
Who was the FCN issued by?0 -
