Flat noise suppression question

Hi,

We have a top floor flat in a purpose built block - ground floor/first floor/top floor.

We have an intermittent noise problem from a flat that is on floor below us ( but not directly below)

They have a toddler who wakes up crying in night - we obviously don't have a problem with that in itself, but they sometimes leave the child crying for over 30 mins, which is obviously disruptive as we both work full time and need our zzzzzzzs

My partner went down and knocked on their door after midnight recently ( I was oblivious to this as had stuck ear plugs in .. ) and "had a word" and things have calmed down since then < touch wood >

Anyway, we are gradually doing our flat up to our liking, and the existing carpet is rubbish thin foam back stuff ( so no underlay ) I am considering replacing carpet and getting underlay like Tredaire Dreamwalk which apparently has excellent acoustic impact sound reduction + excellent thermal insulation.

Whilst I am sure this will deaden the sound from us to flat directly below ( have had no issues with neighbour in that flat as we are considerate ) I am not sure if it will do anything to cut the noise from the crying child ? as it may be travelling up the stairs ?

Another thing I have read on here is that after 2003 flats had to be sound-proofed. These flats were built in 2003 so I don't know if they came under those rules.

Advice appreciated - will be replacing the carpet + underlay anyway..
