car insurance new driver - adding named driver

My brother recently passed his test, he is not a young driver , he is 37 years old.
He has taken pass plus which will hopefully reduce the cost, but I have heard if he puts a named driver on his insurance then it is likely to be lower?
We were thinking of his girlfriend who passed her test 20 years ago, holds a full licence but has not driven for over 12 years and not likely to drive again.
Would this work, are they likely to check(she would not have been on any insurance for over 12 years? or this this cheating the system - he doesn't want to loose his licence over trying to save money!

Check what? By adding a driver to your insurance, all you are doing is insuring them to drive your car. You'll be asked if they have a licence, convictions or accidents - make sure you answer correctly. You won't be asked to confirm they will drive or have driven.0 -

Even if they could check, they don't ask you.
Adding mature drivers who are accident and conviction free is good. Just make sure it is people who you can trust to give you accurate conviction and accident history - and keep you informed. Some insurers will ask for a copy of their licence.0 -
As above, they don't care - or at least if they do care, they'll ask. So long as you give truthful answers to the questions they do ask, you have nothing to worry about. My wife is on my insurance policy but has never actually driven my car (she has one of her own, which I rarely drive). She's on there partly on the off-chance that she does need to drive it one day, and partly because having her on brings my premium down slightly. It's quite common, and in no way a problem.0
