RBS Refusing to make a PPI refund

Hi - I wonder if anyone else has had this experience and has any advice?
I submitted a claim to RBS for PPI that I had paid on a credit card. The claim has been rejected on the basis that I 'ticked the box' requesting it.
I disputed this and asked for a copy of the application to be sent to me. RBS wrote back re-stating that they have checked the application and I requested PPI, but not sending a copy. I asked again for them to send the proof. They have now written and admitted that they don't have a copy of the application, but based on their view of the likely events I probably would have asked for PPI so they are rejecting the claim as a final decision, inviting me to take it to the ombudsman if I don't like it.
The discrepancies between the three letters they have sent are bordering on dishonesty on their part, I'd rather not use a firm to get my cash back but I am unsure how to break the stonewalling from RBS.
Any ideas welcome!
