You have no pressure in your system. Top it up to 1 bar ASAP! You might find the HW is more reliable then.

You mean the Dial above the Tap Symbol? I have changed the dial on the tap many times and still the problem exists? This is the front of my boiler.

No the dial on the far right should be on 1 bar. Your system pressure is far to low so will affect performance of HW and heating. You will have a filling loop below boiler or a filling key to top it up

Thanks for that. Will it help save money on the gas if I move it to 1 bar?

Just got to figure out how to find the filling loop etc. Do I need to get a plummer into do that? Or can I just do it?

How will I know when it reaches 1 bar? how far do I need to the turn the filling key when I find it?

No, you will not save gas,but its how the boiler is required to work by the manufacturer, just like putting air in your car tyres..you will know it's right when the needle on the dial reaches the green zone. Stop filling then..

Worcesters have various filling loop arrangements including their stupid key system.you will need to find the instructions if you have them..You should be able to do it yourself, but if you really have no idea you may need to ask a gas engineer to show you,but that will be expensive and repressuring is part of normal maintenance that an owner should familiarise themselves with as you may need to do it from time to time. You could telephone Worcester customer care and I'm sure they will help or send you instruction even though its an older boiler.

You certainly will save gas, because if you don't pressurise it then eventually your boiler will refuse to fire up at all.

Thats not quite right. Combis go to maximum when a tap is turned on and its the flow rate that dictates the temperature takeup of the water. So on low flow the water temperature is hottest and on high flow its least. You can often adjust the output power of the burner using a dial, but not on all combis (Swiftflow and bottom of range Worcester Junior). The apparent 'modulation' is often the boiler switching off entirely on the overheat stat which indicates either very low flow or a partly blocked hot water plate heat exchanger as its simply cannot get rid of the heat the boiler is making, and that backs up.

Some boilers have a rudimentary graphical display which shows how much the burner is on (1 to 4 dots). Open the hot tap slightly and it's only on 1 dot, open the tap fully and the burner will whoosh louder and the display will be up to the full 4 dots. Are you saying the display is BS and it's either burner on or off for modern combis?

Some instructions here for the key system, you may need someone to show you as Seronera says.
