late tax return notice penalty?

My mum just got sent one of these from HM Revenue and Customs.
I don't know anything about 'grown-up things' and she's as confused as I am.
It's saying she owes a 100 GBP penalty fee for late payment.
What tax hasn't she paid? She hasn't had a job since she was about 16! (40 years ago)
Never had one of these bills before.
Is it a new Government thing where everyone has to pay tax every year whether they are working or not or something??

you would be better posting this on the "Cutting Tax" board (that one is for income tax and this one for benefits) £100 penalties are given for late submission of Self Assessment. I assume you have checked this is genuine and not a hoax/con - was it received by mail with correct details?0
