Advice on consistently underapplied discounts

I buy a lot of stuff from The White Company - almost always when I have been sent a discount voucher. The last three times I have done so, I have noticed that the discount is consistently underapplied. In November I used a voucher on their website offering a 20% discount but received only 15%. On December 15, a voucher offering a 15% discount resulted in a discount of only 10%. I complained on each occasion and was told that it was a glitch in the system and had the money refunded.
Now it has happened again. I used a voucher this week offering a 15% discount and received a discount of only 8.9%. I don't usually do the arithmetic as long as the sums are broadly correct (and I imagine most people are the same) so it's really just by chance that I noticed these errors. I now wonder how many times this has happened in the past and wonder if it isn't routinely done rather than being a glitch in the system.
Should I complain to Trading Standards and, if so, how do I go about doing so?
Any advice appreciated!

Because I like their stuff and the first couple of times it happened, I assumed it was a glitch but I must admit I'm having second thoughts...0
