If I have a credit card can I transfer some of the money to my bank account to pay a loan off and will they charge me for it the loan is with tsb

You can ask them. If they refuse you can simply withdraw cash from the card.
Either way you will pay the cash advance fee (~3%) and the cash advance interest from the day one, that can be higher than the interest on purchases - see your statements.
