Free Business Plan Template

Can anyone point us in the right direction?
My nephew visited 2 accountants and was quoted £1450 + VAT and £1999 + VAT to write a business plan. Does this seem reasonable?
He wants to purchase the lease of a small petrol station and shop and needs the plan for the lender. The cost is under £70k.
He really wants to put the little savings he has towards financing the purchase rather than on a business plan which may not secure funding. This is his first venture since university and would really like to have his own business.
I would like to help him write it ourselves so we can keep initial costs down.
Can someone recommend a good free template for this?
Thank you.

You say he has a little savings to put towards it. How much exactly as this could be a non starter before you think about a business plan.0

If he has decided to buy that lease for 70k then he surely he must have already done his homework and worked out a business plan.
The number of free resources on this topic on the net is huge.
He might want to seek advice from a professional regarding the assumptions and numbers, but that's a second step, IMHO.
Based on the above he should also already have an idea of the capital required.
As suggested by Suarez, if he lacks capital then the project is a non-starter for now but he can get a job, save, then take the jump.0
