Forget about paying up, complain to the landowner as well, as the landowner should be able to cancel the charges bought about by their agents.From the Plain Language Commission:

Don't worry! - Apart from giving them your info for free and the let-out from one of the best stumbling blocks to write-off your ticket, they won't actually pay much attention to your challenge/appeal.
Now, once you have their reply, you concentrate on the real winners outlined in the Newbies Sticky.
