Ebay global shipping programme charging for duty exempt items

I want to buy an item of children's clothing from the USA. The seller is enrolled in the ebay global shipping programme and when I'm going through checkout, it is trying to charge an extra $10 for import charges.
As far as I'm aware, children's clothing shouldn't be charged and I have checked on dutycalculator.com and it says the same.
Is there anyway to stop this charge or are they basically charging brokerage fees on an item that doesn't need any tax/duty taken from it?
