New folder creation problem

I have told My son-in-law, he has too many apps on home pages and to create folders to gather them up into categories, ie travel,newspapers etc. he says he has jelly bean on his galaxy tab. I've told him to create a new folder and label it, which he has done, but when he attempts to drag an icon to the new folder, they skate round one another and don't allow dropping.

Me thinks he has either created the new folder incorrectly, or it ain't jelly bean. With that in mind, we tried the ice cream route, with no success.

    Sometimes merging icons to form folders, or dropping them into a folder can be a bit hit and miss, but you do get there eventually. Try not to hold the icon over the folder - grab it, move it towards the edge of the folder then let go.

    Try not to hover too long over the folder you want it in or it will move the folder out of the way.

    I've found it much more difficult to move apps into folders since Lollipop appeared, and some apps seem to be more determined to stay out on their own than others (BBC apps for instance) although it's probably more likely that I've just been unlucky with those than there is some Android/BBC conspiracy to prevent it (although Rory Cellan Jones is one of the world's most slavish Apple fans so maybe it's not so unlikely!).
