Hearing impaired guy - When will my DLA be changed to PIP?

I've made a financial decision a year ago that uses most of my DLA money. I can't get out of this decision until end of 2015/beginning of 2016 latest. Well, if I really had to, I could get out of this decision soonish but then I'd take a huge hit to my finances.
I've looked the PIP checklist, it seems that I'm eligible for PIP at lower level for my disability. I don't speak nor hear, and I can't communicate with anybody except through BSL or text.
I recall receiving DLA letter stating something about 2015/2016 and my DLA was renewed quite recently, 2013 If I remember correctly.
Does anyone know when will I be switched over to PIP and am I eligible for it?
Side question: Is there anything that are aimed for us disabled folks that could help me such as discounts?

changeover from dla to pip should start to happen from oct 15,but could take 2 years,if you have an indefinite award its unlikely(but not impossible)to happen this year0
