Next door gutter no gully away

Hey, not sure if I have used correct terminology, I suspect not. I am very interested in a terraced house.
The drain pipe from next door roof comes down in between said property and theirs. On all the other houses on that street, there's a sort of concrete soak away once the drain pipe gets to the path. But this one it hasn't, so of course its just sitting on the path which im sure cant be good for the house! Is it as simple as when I own it to phone council and they will do it? im sure not, nothing is every simple and free!
Any advice would be great.

I don't think you need anything like that.
If you go for a walk around old terrace houses that were built 100yrs ago the drainpipe from the roof often just let out onto the pavement, you can see very often where the rainwater has worn the pavement away leading into the gutter.
If that photo crosses a pavement i don't think you could even change it yourself, i think it's a job for the Council, but aslong as the water is running away from the house and not sitting there, i wouldn't worry. As i said in my first post a shoe to direct the water away is cheap and easily fitted.Liverpool is one of the wonders of Britain,

Ok thanks for the replys guys. As said on that street every single other house has one in the path, its only property im interested in.
There is damp on the inside on the wall nearest the drain pipe. However my dad believes this is due more to condensation.

It is odd that these 2 houses don't have a gully, but it may be just an omission by the council. Whether they would now install one free is an unknown quantity. If you did go ahead with the purchase, it may be simpler and quicker just to purchase a "shoe" as SS suggests.If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0

I suspect the council will be happy to install a gully across their land (pavement) - if you pay them.0
