Unclear signs & no road markings

I got a PCN parking fine while parked in:
The place where I parked was near a white sign that states the hours of restricted parking. I was convinced I was clear and out-width the restricted hours. There was a GAP at the end of a row of parked cars, just before the extruded pavement. So it looks like an empty parking bay - in a parking bay enclosed by pavements. There are no yellow lines. The sign near the spot was white stating valid hours.
After returning to my car I analysed/examined why I got the PCN. Apparently the white sign had an arrow pointing where it applies. I feel that this was a money-trap. The gap/area between the end of the parking bay and the pavement enclosure/extrusion is very misleading.

Is this fair?
The entire car park has no visible yellow lines at all. There are yellow signs that says it's "Controlled Parking". It was dark evening and I cannot see any parking bay lines. (In the morning I could see that they used slightly different coloured brick-work to mark the parking bays!)Altius Court

The creditor/company issuing the charge will be named on the PCN.
If it is called a Penalty then it is council - Penalty Charge Notice / Fixed Penalty Notice. If it is a Parking Charge Notice / Fixed Charge Notice then it is a private invoice not a fine.0 -
Council will also mention "Traffic Acts"0

Does this affect how to proceed?
Yes, and I mean no offence but peppipoo.com are the experts in council tickets so you would be better posting over on their website. Read the FAQs first and take pics/scans of signs and lines and the ticket before you post your query.
