Who i do i call to fit drain caps

Due to a problem with rats and mice getting in the house through the pipework in the drains, i have been advised to have some Multi-Flap MF3 Rat Prevention Fitment for DRAINS fitted but not sure who to call ,has its a council property i called the council but they don't deal with pest control any more.
Any advice please on who to call.

I'd get back in touch with the council, it's not just a pest control problem it's a Health & Safety issue.0

I ave been banging my head against a brick wall with the council for 3 years with this problem,they just keep saying that due to lack of funding they don't do pest control anymore and the tenant has to deal with it.

I would have thought it highly unlikely that the rats & mice are getting into your property up the pipes !!
I think they are probably getting in by following the pipes & getting in where the pipes enter your property through the walls.

Rats definitely. Can come up through the pipes.0 -
the pest control guys have said there coming up through the water waste pipe and into the loft and the best thing to do would be to fit some caps to the pipes so the water can flow out but the rats cant get in.
